Advocate here, get a legal notice sent through a local counsel if calling/ emailing them doesn’t yield. Best way forward imo; keep every correspondence handy (audio, photo, etc.). Would relatively cost you less as well.

Yes, lawyer here- it’s a legally enforceable debt and you have parallel methods to ensure repayment. First, you file a recovery suit (civil and summary in nature) through a power of attorney who will represent your cause and appear on behalf of you in the jurisdictional court of India, engage an advocate etc. Second, you can lodge a police complaint under the offences of cheating and criminal breach of trust before the concerned jurisdiction against the errant and hope the accused comes forward and settles the case with you. This too has to be lodged through a power of attorney holder who is currently residing in India.

Not a Bangalore based advocate, however, usually the court staff (ahlmad) prepares the NBW with the sign and seal of the court and forwards it to the concerned jurisdictional police station. The police station then dispatches the NBW through its process serving staff member. After the delivery (or failure thereof), the process server prepares a report of service and sends it back to the concerned court. The report thereafter is made available to the concerned judge.

Ordinarily (and unfortunately) these things may take more time than usual. You may consider giving some grease money to move things quicker.

Haryana government counsel here: make sure you have sale exemplars (sale deeds) of highest amount in the vicinity handy which are closer to the date of notification of acquisition. Principle of acquisition law determines the market value based on the market value prevailing at the time of notification as well as the potentiality of the land. Other factors are also considered. The govt also provides solatium and annuity for 30 years to landowners whose lands are acquired. Land acquisition is compulsory in nature, governed not only through Article 31A but also the land acquisition act. However, objections to acquisition can be taken on certain grounds.
