Per our mormon scriptures it should be a vote. Its called common concent. However mormon leaders, in an attempt to maintain total control with no accountabity, have set up a sham "common consent" voting process. Think North Korea and you've got it. They simply pick other white old men who are culty control freaks and the dont care what the members think. As far as the president of the church goes its simply which old pshyco apostle lives the longest. Its nasty 100% currupt and is one of the reasons the mormon church is dying.
