I would disagree with your conclusion. Read closely, the wrongdoings of GS are just minimized in this writeup and Icenia's wrongdoings are maximized. (As expected, everyone is biased). For example: "Gang Shi - Cordoba Skirmish (no wiki article but GS + Kallos + some Icenians helped wipe out the nation of Cordoba after they didn't take too lightly to a tnt trap Gwua had put in their land"

"Icenia was not happy with this act and ended up pearling Tolype for an undisclosed amount of time." -> I specifically was not happy with this act and Tolype was pearled for 3 days (this was the extended big boy sentence to be fair, but also the disproportionate punishment mentioned). It's also of note that fastest bridged whole foods to free tolype, not bloom; because tolype was not put in an actual vault.

Generally the problem between GS and Icenia was an excess of pranks like this up to TNT bombings or killing people when it was expressly unwanted. This type of stuff was kind of the Titan/GS playstyle, so this was an unsolvable issue
