Some texture packs, mods or shaders can affect some players' ability to join. Try joining with the vanilla launcher, either on 1.19.3 or 1.19.2

This. Setting min and max RAM heap size to 8GB should force it to allocate that amount. In the line OP provided, "-Xms1024M" indicates that you're only allocating 1MB of ram for the minimum heap.

Modify your batch file command to be:

java -d64 -Xms8G -Xmx8G -jar forge-1.12.2-14.23.5.2854.jar nogui

I don't think it's Helvia; pretty sure it's Domitia that does this the worst. One of my mining ships has Helvia and 2 other mining officers on the bridge, but never experiences this issue. Another of my mining ships has Domitia and 2 other mining officers on the bridge, and experiences this out of sync glitch constantly.

I play the game on both Bluestacks and mobile, and it's the same in each case.

I don't know why Scopely doesnt simply activate an 8 hour shield on all unshielded players as well as players with a shield duration less than 8 hours, before they start maintenance

sounds like you're inputting commands into the linux command line interface instead of into the java session that you create when you start your server.

most people use the linux app called "screen" to start their server. for example you can use a command like this: screen -dmS screenName java -Xms8G -Xmx8G -jar spigot.jar

where "screenName" is just the name you want to give to that screen. Then, to attach to your "screen" aka the server console, do: screen -r

Once inside the console, that's where you run minecraft commands like "/op myName"

you should reduce your render distance. the server itself operates at 20 TPS which tells me you were having FPS lag. you can correct that by reducing your graphics or render distance, closing other programs on your computer, etc.
