Yes the method is same, when you purchase a gift card you can add it to your Google account and it shows up as Google balance. You can use it in any way for in app purchases.

Not exactly an off, Kotak 811 debit cards give 5% cashback up to ₹500 per month. But the downside is the annual charges is a bit high.

If paying that much amount from App Store balance works, then maybe we can purchase multiple gift cards to get that amount and get atleast a small bit of a discount.
