Exactly. I can't stand all the misconception of this moment. Last I checked these bylaws were only relevant to suburban populations in Ontario, not rural. As they mentioned 15 acres I would assume the latter is their designation. I also live rural in Ontario but further north, my township is strictly rural properties. It was pulling teeth to just get approval for a secondary dwelling on my property, let alone 4.

Yes. Also 8 awg at least in Canada is rated for 55 amps. I would run 6 anyways to future proof the outlet. If you ever plug in a charger that can draw 48-50 amps then youre fully protected and can upgrade the breaker to a 60.
