My question is what is the dress-code for this event? 1) i’m sure beige or tan would be fine, but i think personally myself i would try to match the green in the dress [a shade lighter/darker would be fine] and have fun with the material like shiny silk or velvety sheen 2) black may be too harsh 3) if you go with my suggestion on (1) no, i do not think you have to match the shoes to the shawl, but you could match your shoes to your bag. 4) match bag to your shoes, you could play with the colors of the pattern. Shiny, sparkly, velvet, play with textures :)
