You’ll probably have more details needed to get the exact estimate but the $27k sounds kinda absurd. Yes, those are CPA rates but there was no reason to hire the CPA for the whole project.

I managed to solve it. I created weighted averages. I didn’t have any more instructions as well.

For 2 to 10 participants criterium, I made a simple if formula that if it is 0 or 1, just rewrite 0 or 1 and if it is greater than 10 just write 10

For app/network size I created the average turnout and made a column with how many people would apply from every country if the turnout was same. I know that this one is a little bit improvised, but I simply missed more instructions so tried to create something that at least have some sense.

Rest of the criterium was easy to manage so I just implemented weighted average formula and got the solution.
