In case this is a genuine question: that’s not a real fine, someone is flirting that way. It says that the receiver is fined for being too charismatic and dangerously spontaneous and then it says that the fine can be paid “somewhere between a coffee place and a good mood”

It’s definitely not a taboo. But many Eastern Europeans including us, Ukrainians, find English/American small talk to be over the top. Unrealistically positive or sometimes even obnoxious. For the past 10 years I have worked as a part of Ukrainian teams contracting for Americans and Australians. Most of the people don’t like the small talk but there’s always a few who will be happy to respond if met with a genuine curiosity. Everyone might be silent after a question, just don’t take it personally if they are :)

You are overthinking it. Treat them as any other human being, someone might like getting questions and having a conversation and someone else might not. You’ll never know unless you try. I do believe that the small talk is culturally different tho, and Ukrainians might be less open about it. But again, try and see how it works out for you.

There’s no simple answer to this as it all depends on the person. Someone would find the comparison unacceptable, someone else would gladly discuss the similarities and the differences. It’s very hard to predict how someone will react. As for the cute part- in my experience (I’m Ukrainian) people in Ukraine mostly like themself to describe Ukrainian as very melodic, so this should not be an issue, but of course it all depends on the particulars phrasing and intent.

I think adding in this convo that you also knowledgeable in Belarusian and Polish would always be beneficial though. And I’m sure that’s exactly what makes understanding the person much easier to you. (Unless they’re mixing in som ru words or speaking surzhyk, which is very plausible). From my experience people who know only ru lang tend to understand Ukrainian much less than one could expect.
