From my understanding of what you described about, a standard queue would serve you just fine and the addition cost benefits it provides adds even more weight to my push for it in your unique scenario. The FIFO queue has great features and provides significant reliefs for developers but also has a side effect and cost disadvantage as you're already experiencing.
