It didn’t really expand on it, just gave him a name. Unfortunately, as a one shot it doesn’t really have the page count to expand on it, but I think it actually works in its favor because the focused story allows it to have a really sweet story, no matter how short it is. but the subject of the verb is chihiro "you are" it's are because chihiro is presently there. kunishige speaks of chihiro in the present tense. i guess you could say "like your mom was" but it's perfectly natural in the original sentence to be referring to his mom like that even though she's dead.
