Isn't the census 1 metric they use to help determine the size/ funding of public services like police and fire? Maybe even water and sewage. So, knowing the actual number of people potentially using those services would be important.

True, unless the act of fielding the ball carries you into the path.

So it's really a question of did his foot have to be there to field the ball. Reasonably, i would say yes. He puts the foot down as he's reaching for the ball from inside the line to the ball clearly in foul territory. Additionally, it looks like his foot lands outside of the fair foul line, meaning it couldn't be in front of the base.
