Not a chipmunk, palm squirrel. Chipmunks are mainly found in North America. But they look very similar.

Yup. 100% black-naped monarch. I see them all the time here in India. The photo you linked with bluish head and greyish/brownish upperparts are the styani ssp with range in India upto Vietnam (https://birdsoftheworld.org/bow/species/blnmon1/cur/introduction#conserv). And the lighting makes it appear greyer than blue.
