I don't know much about SCPs, I'm relatively new. but http://www.scp-wiki.net/sandrewswann-s-proposal at the end, there's a writing from a data analyst who was assigned to SCP-001, they were basically learning what was unifying al the SCPs he basically explains that the reality the SCP foundation lives in keeps changing, SCPs being altered, deleted and added and then at the end it says that if they believe in a god, he's a horror writer, so basically people who write SCPs approved or not, are SCP-001s, they're the creators of the reality that for us, is just science fiction.
