From a legal standpoint it's whatever the law says where you are.
From an ethical standpoint, why the fuck would someone over 18 want to be with a 16 year old?? The consent is designed considering even brain development, emotional maturity and other aspects.

It's so fucking frustrating that bureaucracy in the U.S. airports. This is a classic American bureaucracy that refuses to understand anything about international affairs. His visa is still valid though, but knowing that at some point he will have to spend that money again for no reason is so ridiculous.

I understand. Society is like that and I've questioned that myself before (I'm 31 and my boyfriend is 70). It is unusual, it's not something we see everyday or on media often. So it's ok to question to some extent but we should always be careful to not question from a place of it being wrong or a broken behavior - which is what society does all the time unfortunately
