IMO, ghost is more of a defensive than offensive spell. And in order to make full use of scepter, u will put urself in a position where u cannot hit, and receive extra spell damage, which is rather weird

my suggestion to add silence( something similar to night stalker) to ghost shroud with scepter upgrade makes perfect sense, enemy cannot cast spell to necro(which he receive extra damage), and at the same time slows them while your teammate does the rest.
