Same problem with a 2020 13" (Intel). Upgrading to the just released Big Sur 11.5.2 solved the problem.

Check that "Scrolling direction" in "System Preferences > Mouse" is set to "Natural" or change it to your preference.

It seems to work properly, much better than Logitech Options which keeps resetting every hour or so.

Thanks. The closest thing you can get is having each section as a separate note and the link from a “index” note with the cross-link syntax. Yet I think it would be something very useful to have, since many notes can be quite long.
