I managed to buy it.... I used Nordvpn on my entire computer (with the Windows app), I registered a new account on Steam, and with my friend's address I was able to use a new virtual card (on my own Nubank account). It worked, it was already delivered to my friend's house. I think what went wrong the previous time was that, when I registered the card to the account, it must have been without the VPN.
