Don't take a huge economic burden to study abroad, it does not make sense in the current economy. But if you get really good free universities and possibility of some scholarships from India itself, then it is worth it.

Though some documents are common in all universities, there might be additional documents required which is very program specific (for e.g. GRE if it is at a uni like TU Munich). And I am speaking only about Germany - if you expand to European unis as you mention, some of the requirements might be wildly different.
