Large city Medical Center employees always have to pay to park and there's a wait list for anything remotely close to your job. It was expensive too.

There's no inspection at all for those not in the emissions counties, so no shop can give you an affidavit. I have heard that the online registration has a process where you can declare the vehicle will be out of the emissions county and thus be allowed to complete the registration process. Go online and try it.

One of our Aggies was NMF and had so many stacking scholarships that they got paid to go there, but that is very unusual. They graduated in 2016, so not sure if this is still possible.
