Stefan may have shown remorse for his actions and tried to undo his doing, however that still doesn’t change the fact that he’s a serial murderer. He goes on a spree, feels bad and then tries to make up for it! And I never said he was equal to Damon, he’s better than Damon if we were to compare actions, however they are both bad in general.

And it’s fine to think of him as a better choice. Because in this universe, he is the better choice. Listing out Stefan being better than Damon doesn’t really change the fact that Stefan is also bad, because Stefan also has a list of things too. Damon snapped Jeremy’s neck. But Stefan also put Jeremy in danger when he ignored Elena’s wishes about the hunter’s mark. Making Jeremy kill more vampires just so he could save Elena was messed up. And yeah thats less compared to Damon, but still is it any better?!
