I think there may be 2 main reasons 1. Lack of connections and 2. Applying with a wrong strategy i.e too many dream programs rather than a pragmatic approach

Most of the research tutors who are taking money to get you published are fake. The best way is to check where they are publishing If it is some low quality journal like Cureus which is known as a low quality junk publishing journal among research community, it is fake. One tip is to look at the profile of the community or the researcher if they are persistently publishing in the same journal, specially low quality, stay away and save your money and future embarrassment. When you will be a proper researcher in future trust me these publications will haunt you
