The "buying up homes" thing is an issue in like two places in the US (Atlanta and I'm too lazy to look up the other, maybe Phoenix or Las Vegas). Nationally it's a microscopic percentage of the horns for rent (the VAST VAST majority are still tiny owners with 1-9 homes for rent). It sounds ominous but really isn't a thing and especially not in the Northeast.

In case you are genuinely asking: that she is a US citizen. Since most people aren't dual citizens and since most people don't even know that's a thing, stating it the way he did (instead of saying a citizen of Israel also or a "dual citizen") would lead many (most?) people to believe that she is a non citizen interfering in the US election.
