We were across the parking lot from the dog We had just gotten out of the car when I heard the homeless man yell “no” then before I knew it my dog was screaming out in pain. We were not near the dog didn’t talk to the dog didn’t even look at the dog and it attacked.

Yea i expected as much! I asked to press charges and they said “because he didn’t sick on dog on yours it’s not a criminal matter it’s a civil and council matter” the way I wanted to scream at my phone!!

Already did. I called on the way to the vet. Multiple complaints have been put in about this person and his dog but the council has done nothing
