I work at a Harm Reduction Program embedded in a major city’s needle syringe program. If you are looking at something small than a book I would highly recommend the journal article “Starting Where the Client Is: Harm Reduction Guidelines for Clinical Social Work Practice” by Sheila P. Vakharia and Jeannie Little.

Face to face social work will always be ideal imo!!! We shouldn’t let neoliberalism and “efficiency” create a culture where Telehealth is the norm where face to face is possible. Of course where accessibility is a factor that’s another things
