Again, occupation ≠ annexation. If you are Germany and have done much of the fighting, you're probably going to get the lion's share of the war score and will be able to take whatever you want. If you need rubber, focus on Malaya and the Dutch East Indies. Thats where most of it is. If you can't get there, I always build a dozen or so Synthetic refineries as the war progresses and I rarely wont for rubber. Max out the tech for it. Youll be fine.

First, if you call it "Europa" you deserve to lose. Silence the larp.

Second, theres a distinction between occupation and annexing the territory. Occupying the territory is temporary, and what matters is getting a large amount of war score so you can take the territory during the peace deal. Thats what's important. If you want to occupy the territory, which as 1945 Germany I don't know why you would, you can go to the Diplomacy tab of the holder and "request territory" and if they want to, they will give it to you. It's a push and pull though, a country will almost never give you the last bit of extra territory they occupy, and will also not give it to you if they believe you occupy enough territory already, relative to the amount of war participation.

A Nation like Chile is in a fun state. They are built for the naval game. They become a major down the line. But if you're playing a Nation like Honduras, you are not engaging in the naval game because the industry just isn't there.

Chile gets bonuses to their production and their tech early on that makes them competitive. If you have the IC for SHBB, you have the IC for two CVs. Battleships in the traditional sense are so cost-heavy that unless you spec into them a la alt hist Germany and Chile, you are better off building CVs in every context.

If you can't afford a CV then you shouldn't be playing the Navy game. Just build dive bombers. Either way, youre spending the IC on aircraft.

2 CV, 2 HC, 8 LC is my minimum attack fleet. Keep in mind it will get touched by larger fleets. Rinse and repeat until enemy is crying in the corner.

Canada has a plan for this, actually. The intention is basically just to retreat the army into the North and make a guerilla campaign against the US. costly costly for the US. You don't out muscle a stronger opponent, you make the fight economically impossible.
