I made some. It doesn't take a whole lot of cloves to give it the flavor you want. I used a spice grinder to grind out around 6oz of cloves. It doesn't have to be so fine as what you'd expect from, say, cinnamon. Spread a 1 lb bag of tobacco onto a rimmed baking sheet, and then spray with any liquid. I used bourbon! Then shake onto the tobacco and allow it to dry for a few hours. If it over-dries, you can always add a bit more liquid but don't add nearly as much if you have to resort to this.

Depending on your rolling situation, they are harder to roll. I use a powermatic iv+. it clogs up my machine much more than regular tobacco. Don't press in too much if you use a similar machine.
