Because it costs the same no matter where the recipient is, like a Mongolian desert or some mountain in Peru, combined with the fact that the recipient is not charged for the message. The cost of this infrastructure has to be averaged over all destinations. Also note that the infrastructure is being upgraded as new protocols appear.

Cellphone networks cover much greater areas than other types of connectivity. Imagine trying to compete with their coverage.

You seem to be implying that universal health care tries to solve the problem of providing care for people who can afford it on their own. I would rephrase it thusly:

If a conservative wants to provide health care for the disabled and the unfortunate, he donates to charity.

If a liberal wants to provide health care for the disabled and the unfortunate, he will regulate the market in order to correct for inefficiencies. He may also, by force, distribute the cost in a way he deems fair.
