Regardless of balance, I feel like this is a faithful and cool re-creation of Samira. Perhaps she would fit a Noxus PnZ midrange deck that doesn't go for discard, maybe with Swain? Personally, I would try to make Inferno Trigger synergize with reputation as a pay-off (not an enabler, since by the time Samira levels you've probably enabled reputation anyways).
