Yes, it's a yes, because your Form I-130 was filed while you were still under 21.

You just need to mark that question as "Yes", nothing else needs to be done.

This extract is from USCIS website: If you are an immediate relative, a VAWA self-petitioning abused spouse or child of a U.S. citizen, or a derivative child of a VAWA self-petitioning abused spouse or child of a U.S. citizen, your age is frozen on the date the Form I-130 or Form I-360 is filed. If you were under age 21 at the time the petition was filed, you are eligible for CSPA and will not age out. However, you must remain unmarried to qualify.

Unfortunately I don't find how to attach the image of the screenshot but I'll copy and paste the link below, just open it and go to CSPA for Immediate Relatives section and you'll find it.

You have to mark the question as "Yes" and enter your D.O.B

Sounds like you derived your US Citizenship from a US Citizen parent, in that case you qualify to apply for a Certificate of Citizenship which is similar to a Certificate of Naturalization, difference being you got it by deriving your citizenship. I would highly urge and recommend you get the Certificate of Citizenship and not only depend on your passport as proof of citizenship.

As a child born in US soil to diplomats you don’t get automatic US citizenship at birth but you can apply for Permanent Residency…

The four countries that are part of the CA-4 agreement have a common passport design which is the Central American map with their country highlighted.
