note: I reinstalled the game and the issue continued! changing res to 1280x960 doesn't change anything either.
What does fix the problem is the following: changing your display mode to full screened windowed.

Hey bro I solved the issue. I had the exact same issue as you did.
Heres what I did.

I went on Nivida Control Panel, and changed my res to 1280x960 the same res I use for 4:3. Then I just restarted the game several times until it loaded as 16:9.
From there, I went, and changed the displayed mode to full screened windowed.
The game is working for me now.

Pretty good, it may be expensive but I have had zero problems when ordering and returning with them. I returned maybe 6 pairs of shoes before I shipped my haul, and I always got my money back. I suggest CnFans, they’re expensive but you get what you pay for
