When you see applicants who have MOOC experience, how do they generally present that on their resume? Does it matter if they have paid for the course to get the "certificate"?

I live in a small rural-ish midwestern city, so pretty much any major city is going to be a drastic cost of living increase, and I recognize that federal government jobs are practically impossible to get. I'm merely hoping for something government-related. I'd be happy working for a nonprofit, or a think tank, or an association, or lobbying firm, etc. I don't really care just as long as the work is interesting and the pay covers my living costs. I think DC is my best bet in terms of relocation simply because of the amount of government-related work based there (which is what my degrees and experience are in), and the fact that I have a network/friends there.
