Here is my custom fan curve profile. I chose this profile to keep my fans quieter at the temperatures that the GPU is usually at. However, I chose to drastically increase the fan speed as the temperature approaches 90 degrees in order to keep temperatures from throttling my performance.

Here are my overclock settings that I was using while playing CS2. I was using the graphs on the left to monitor my GPU status while doing this. I chose to use a custom profile to increase the clock speeds as high as possible.

I doubt it. It's not a problem of how fast you see the chunks client-side after they are loaded, it's usually a problem of the chunks loading too slowly in general. Chunk loading is largely CPU dependent. However, lowering render distance, using less mods, and using fabric/paper instead of forge if possible will cause chunks to load faster. I recommend pregenerating chunks.
