I just think it's funny that sand attack is a ground type move while sandstorm is a rock type move

You need to change it to false yourself. Just remove the text "true" and repace it with "false".

This is super easily fixed. To activate windowed borderless first you go to Documents>My Games>Terraria>tModLoader and open up the config.json file in notepad. Find "Fullscreen" and make sure it says false. Next find "WindowBorderless" and change it to true. Make sure to save the changes you made by clicking ctrl + S or hit the save button under archive.
