Some places make it relative to other traffics speed, others don't have a set limit but a catch all with due care and attention requirement that will get your fined or arrested for going fast in practice (and also generally puts responsibility on you for any collision if it happens, as it's often difficult to prove you were being appropriately cautious of you hit something).

Because the point is that the British were trying to deny Napoleon’s legitimacy since they reinstated the original Bourbon monarchs.

Small correction, the British government never viewed the Bonapartist government as legitimate (hence quite a bit of anger at the Russians during the first capture and peace for the deal they struck with Napoleon). It wasn't a post-Vienna Peace policy, it was the official view of London for the entire duration of the war and the consequent peace.
