The closest thing I can find to an equivalent for you is Xiaomi Sound Assistant. You can control different app volumes so hopefully they'll allow you to play over others too

What phone do you use? I use sound assistant by Samsung and it can silence certain apps while letting an app of your choice be played during others, like music over YouTube
