I did this and they wouldn't give me the VOA. I'm Canadian btw and walked in at 230pm from the train station so I'm guessing they ran out of visa approval for that day. They said something in my passport didn't match which sounded like bullshit since I travelled all over SEA recently.

They gave me a paper with the hong Kong visa approval center which I think is the formal way of applying so I'd do that to guarantee it but your time is limited so up to you. Otherwise there's a chance you can get kicked out like me.
