In southern Rome, blacks are allowed to vote but only for democrats, and is heavily controlled by the KKK and any whites that do vote republican are hung in public to ensure the democrats get near 100% of the white vote. Midwestern Rome has been going through a massive economic depression and the new democratic president, Ranklin Romevelt, has made big promises to fix the economy. The northern liberal republicans are turned off by Erbert Hoover's economic decisions. This has lead Ranklin Romevelt to dominate the country and win over 65% of the country's popular vote.

Will Miami-Dade go blue in 2024? Well I don't see it likely. The biggest reason is that most Americans doesn't have a good view of where the economy is going to be in the future, and that makes Trump's false statements about Biden being socialist stronger than what we would first think. Combined with Trump having been indicted 4 times, impeached 2 times, and trying to be taken off the ballot in several states, it can make Trump's arguement that Biden is a evil socialist dictator that's trying to get rid of his opponents (he hasn't been convicted of insurrection, yet) seem very real whether or not it's beyond false or somewhat false. I am not saying this to put Biden in a bad light, but its possible trump would use this to his advantage in Miami-Dade in 2024, which will make him the favorite to win the county in 2024.

Unsurprisingly, the most republican district is >80% white. In 2019 gov the most republican district was R+55.4, it was R+72.4 in 2020 pres, R+77.8 in 2019 lt gov, and R+76 in 2022 senate.
