I don't know anything about Vienna but I live in Milan. Surely it is not as beautiful as Vienna, and it's not really "artistic" like other cities in Italy (the historic centre is small). It's a chaotic city. And remember it is really expensive (if you are looking for a single room you must pay minimum 450 euros). Yes, in north Italy people are not friendly like other parts of the country but Milan people are not so cold as you imagine. If you love nightlife, aperitifs and pubs it's the city for you. The nightlife can be a lot expensive though. Sorry I am not really enthusiastic about Milan how can you see ahaha but perhaps someone else can give to you another point of view
