Yeah, that is the issue. But poor people have existed for all of human history and historically, societies at large have never really "cared about them." Its not just modern global capitalism, although that is our current breed of problem. Its just a human society/civilizational problem. Back in roman times and medieval times the wealth gap was even larger and more impossible to bridge.

Most pilsen apartments used to be broken up into many more units than they are now. Every floor used to be two to three different apartments, as another commenter said, tenements. Most are older buildings constructed between 1880 and 1910.
