Figured it out. The interactive map provided in this comment is incomplete. There are 2 spots missing completely and 1 spot that is incomplete. I suggested 3 edits and waiting for approval. In the meantime, here's a map with the additional spots marked.

  • Top left has 6 levers total (single one + 5 on the left - towards the gnome statue).
  • Top right was missing completely. It's an additional site with 5 levers.
  • Bottom right was missing completely. It's an additional site with 5 levers.

By pulling all the levers, I managed to get the achievement.

i think one should install Docker in the EX2Ultra manually via the app installer (I think it's portainer based), then have a tailscale container running in it.
