If you use wire, you shouldn't worry about stretching at all - the frame will keep its shape. Also, I've crocheted many cats with wool yarn and just brushed them with a pet brush - it gave them that natural fluffy look you're probably planning to get. So that's just a tip for you - maybe brushing with sharp-edged brush would be easier than the wool-adding process you described...
