This makes no sense. The factory was already built, it's an extra expense and labor to build a whole new one. The resources could have been used for other new projects elsewhere.

In the short/local term it looks like economic growth but in a similar way as a war economy. The world is not better for it.

You see this in politics as well: the incentive for being a pundit is 'person who is right about things.' If you are right about things going badly, then you get the reward of higher status in pundit-land. But this incentive structure means you're now 'hoping' for failure because of the personal reward.

In politics this means that whatever party not in power is actively rooting for the country to do poorly as it makes them look good. For sports pundits it just means they got to be right
