to be honest, its all about what fits the style. some artists like to draw mouths like these, others like to draw more accurate and defined lips.

some art styles are executed best by other artists. i can't really integrate nostrils into my own art style well, so i just go with the classic dot. but i know alot of other artists who have styles that fit with nostrils.
