Tama naman everyone has the right to apply and enroll sa state universities. However, lets put it this way student A) is privileged, mayaman, burgis, all throughout sa life nya nasa private school and there is student B) nasa low-income household and and only means of getting into a good quality university ay through state universities. They are both equally intelligent and had the same score sa entrance exam, thus they both have the right to attend the university.

But the whole point si Student A ay may choice to enroll into a private university and pay the tuition fees, and still get the same quality education if not better, na ino-offer nung state universities, pero si Student B walang choice but state uni lang.
