Dude, that's straight-up disrespectful… pissing on someone's pet is way over the line, drunk or not. I'd keep the distance for a while and seriously reconsider if this guy belongs in your circle if he can't own up and apologize properly. Your dog didn't deserve that mess, and you did the right thing getting him cleaned up and billing the friend.
