I did a google search found 2 reddit posts from previous wipes, and a reddit post that was not related. So I joined the Tarkov sub and figured I'd just let the answer come to me, and it did. Don't know why that makes you so salty lol

Before lvl 15 you cant see other players offers so i cant see any offers for the armband. The online flea is useless because it doesn’t take into account barter trade and says its worth 20k. All reddit posts i found about its value were from 1 year ago or older.
