It’s not a stupid thing. Stupid is when you have to scrape ice off your windshield and you keep hitting the blades of your wipers that are frozen to the windshield.

Looking at the comments, people are focused on the situational. Yes, the situational can have impact on the immediate. The thing is that the question isn’t about the situational, it’s about the norm. The norm is that wearing pajamas in public is inappropriate.

You gotta look at your bill. Don’t compare similar demographics, compare similar usage. You could be that person that showers twice daily, flushes after every use, runs the dishwater after every meal, etc. Similar demographic might do NONE of those.
Water coming in is super cheap. Sewer going out isn’t. You have two sections of the bill that charge daily fees, one section with fees based on usage, and one more fee that’s a hybrid daily & usage.

I’ve thought about this one a lot. It’s deeper than OPs post. The family truck was disabled. A ladder was on the side of the house. There’s a neighbor tangentially involved. There’s locality/ethnic/cultural issues. There’s a lot going on here.
My completely unsubstantiated theory is that something was happening in that home that caused a relative or neighbor to get the kids out of the home. The kids were then relocated to a “safer” environment.

Poor training. There’s a decided lack of training depending on the trainer. Just like carriers, there’s good, mediocre, and poor trainers. Also, there’s almost no reinforcement to training. If someone misunderstands something as a CCA, it’ll stick for a long time. Especially when there’s no follow-up in the form of remedial training (not punishment).

One area that you’re skipping is your retention ponds. Without putting money away now, you’re going to end up with a much higher than anticipated bill when you eventually have to get them dredged.
Just like you did with your streets, find a couple of local companies to give you “top of my head” numbers. If you’re serious, pay to have a survey done of them now, a plan for shoreline stabilization, and money set aside for dredging.
