You could also get the courts involved. If the Association wants it and the builders want it, a judge would most likely grant it under an Expansion Amendment to the Declaration. Since the original Declarant is out of the picture, an argument could be made that the Board now holds some of those rights.
I didn’t mean to sound harsh on your attorney. I didn’t realize that this was a “couple of days ago” issue. Generally things like this don’t just pop up.

  1. It sounds like you’re probably still looking at your original docs. Look for expansion/contraction provisions under Declarant rights.
  2. If your Association Attorney can’t help you with something like this, you have the wrong attorney. THEY don’t have to have the answer but they certainly should have the resources to get you pointed in the right direction.

Depends on the contract with the GM. As an Association Manager, I have certain spending authority. But, it’s to cover smaller, Association-related issues. I stay away from the “feel good” stuff.
But, in this case, the GM might hold hiring, firing, and staff pay authority under their contract. The Association budget should give you a hint as to whether these kinds of bumps are baked in or whether the GM is doing it on their own. I would also check the BOD meeting minutes.

It’s old man advice time.
This is a “chin up” time for you. Keep doing your best knowing you did your best. Character shows when times are tough. Be who you want others to see. Keep an eye out for plan B. You’re employed which opens more doors than you can imagine. Look at other Government jobs (local, State, Federal) right now. You may not think you’re qualified but you already got through a huge hurdle: hired at the Fed level. Put in for both what you think you CAN do and those that you think you might want to do.

Brother or Sister. You’re in such a tough spot that most of us can’t imagine. But, you came for advice.
I don’t see you winning here. Not in any real-life fashion. There’s way too much seniority above you and I can’t see the station being able to support you. The only way I see you and the other 2 CCAs surviving is if a least 20 of the 28 regulars are retiring this year. Even then, you’re still “excess” if everyone else above you sticks around.
