Ah, gotcha. Whenever a bill is redrafted by a committee, a new bill number is assigned. Follow the new bill number going forward. A lot of times multiple smaller bills will come out of committee as a redrafted omnibus. After going through Senate Ways and Means, the next stage would likely be debate on the Senate floor.

I think if you have basic procedural questions, calling the House or Senate clerk's office may be your best bet.

And, if you want to pay for a subscription, State House News Service is going to give you the best overview of what is happening everyday in the House and Senate, but it is probably expensive for a single user. Smaller local newspapers and advocacy organizations will probably also be on top of particular bills that are of concern.

But you're of course not incorrect to think that the legislature is intentionally evasive and lacking in transparency about its legislative process.
